llarg de tot el proc\u00e9s, tant en les diverses reunions, com amb els q\u00fcestionaris enviats, les diferents jornades participatives o la jornada d&#8217;avaluaci\u00f3 que va tenir lloc el 28 gener 2017 , ha pogut obtenir una visi\u00f3 global de les diferents fases del Pressupost Participatiu. \u00c9s una visi\u00f3 compartida i diversa emanada des dels ve\u00efns i ve\u00efnes, el teixit associatiu, els pedanis i ped\u00e0nies, els t\u00e8cnics municipals i els membres del govern municipal.<\/p>\n<p>A partir de totes aquestes aportacions, des de la Regidoria de Participaci\u00f3 hem pogut fer una nova guia que busca la millora i simplificaci\u00f3 d&#8217;alguns aspectes del proc\u00e9s de cara a la nova edici\u00f3 de 2017.<\/p>\n<p>Pots descarregar el document complet en els css_animation=&#8221;right-to-left&#8221;]<strong>Normes del Pressupost Participatiu<\/strong>: el document explicatiu del proc\u00e9s de 2017 s&#8217;ha organitzat cronol\u00f2gicament per millorar la seua comprensi\u00f3.<\/p>\n<p><strong>Zones del Pressupost Participatiu<\/strong>: com a novetat, es proposa traslladar el barri d&#8217;Els Palmerars de la zona 6 (Altabix, Ciutat Esportiva i Universit\u00e0ria, la Llotja, Ciutat Jard\u00ed, Sant Antoni, Travalon, Camp de Futbol) a la zona 7 (Ports Encarnades , la Tripa, el Raval de Sant Joan, el Salvador, la Vila, Pataes, Barrera, les Cases d&#8217;Ferr\u00e1ndez), per a garantir una distribuci\u00f3 territorial m\u00e9s justa i solid\u00e0ria.<\/p>\n<p>El <strong>termini de presentaci\u00f3<\/strong> de propostes s&#8217;ha <strong>ampliat<\/strong> dotze dies en resposta a la petici\u00f3 de la ciutadania.<\/p>\n<p>Aix\u00ed mateix, s&#8217;ha establert un <strong>nou sistema per optimitzar la feina dels \/ les t\u00e8cnics \/ ques municipals<\/strong>, per a evitar retards en el lliurament dels informes.<\/p>\n<p>L&#8217;Assemblea de Presentaci\u00f3 de propostes s&#8217;ha suprimit per a no perjudicar aquelles persones que no pugan acudir a presentar la seua proposta en la data assenyalada. &#8220;<strong>Les propostes es faran p\u00fabliques agrupades per zones i classificades segons la seua viabilitat<\/strong>. Els proponents podran presentar al\u00b7legacions a aquelles de les seues propostes que no hagen resultat viables durant el per\u00edode de temps que estableix la Regidoria de Participaci\u00f3 &#8220;.<\/p>\n<p>Amb l&#8217;objecte de simplificar el proc\u00e9s, evitar l&#8217;exc\u00e9s de reunions i ampliar la participaci\u00f3 en la valoraci\u00f3 de propostes a tota la ciutadania, en lloc de les tres comissions del proc\u00e9s anterior: comissi\u00f3 de autoreglament, valoraci\u00f3 i seguiment,<strong> la Regidoria de Participaci\u00f3 recollir\u00e0 totes les aportacions ciutadanes per a introduir en cada proc\u00e9s les millores pertinents mitjan\u00e7ant una proposta p\u00fablica de guia de funcionament del proc\u00e9s, incorporar\u00e0 la valoraci\u00f3 de t\u00e8cnics municipals per a prioritzara les propostesen base a uns criteris de solidaritat i just\u00edcia distributiva, i far\u00e0 p\u00fablic i accessible a qualsevol persona interessada l&#8217;estat d&#8217;execuci\u00f3 de les propostes<\/strong>.<\/p>\n<p><strong>Pel que fa a l&#8217;Assemblea Oberta per a l&#8217;Elaboraci\u00f3 de Llistat Acordat de Propostes, les associacions ve\u00efnals de cada zona en qu\u00e8 es divideix el Pressupost Participatiu seran les responsables de la seua coordinaci\u00f3<\/strong>. Es pot aprovar en aquesta assemblea un llistat acordat i tancat de propostes entre tots els assistents a la mateixa. El llistat acordat s&#8217;ha d&#8217;ajustar als mateixos criteris que s&#8217;estableixen per a la votaci\u00f3. Tant les Associacions Ve\u00efnals, com els col\u00b7lectius de la ciutadania, podran organitzar els actes que consideren oportuns per tal d&#8217;aconseguir la m\u00e0xima difusi\u00f3 i coneixement de les propostes presentades a cada zona, i generar espais de debat i reflexi\u00f3 conjunta.<\/p>\n<p>Finalment, s&#8217;ha simplificat el sistema de votaci\u00f3, reduint les limitacions per a la selecci\u00f3 de propostes: <strong>caldr\u00e0 triar un m\u00ednim de 6 propostes<\/strong>, i aquestes hauran d&#8217;anar numerades per ordre de prefer\u00e8ncia, amb l&#8217;objectiu de promoure la solidaritat i diversitat en les propostes.
