Aquest \u00cdndex est\u00e0 orientat a con\u00e9ixer i comparar el nivell efectiu de transpar\u00e8ncia i d\u2019obertura informativa -un exponent important de la qualitat democr\u00e0tica- dels ajuntaments amb els ciutadans i ve\u00efns dels municipis, i davant de la societat en general.
